The part of pinging the gateway address... Some providers are defaulted in the modem/router to deny any ping request on that IP(gateway)... therefor that might be the reason you can not ping your gateway.
As for having internet access now, you should be able to host a server as long as the ports are open through a standard modem.
You mentioned that you had deleted the ports that you opened before...
This confuses me a bit. Where did you open the ports before? Did you do it on the computer settings? Or log into the modem to open them?
If there are no ports needing to be opened on the modem, this makes me see it as a software issue on the actual computer.
(EX: Norton/Symantec, McAfee, PcCillin/TrendMicro, etc.)
What firewall software are you running?
What antivirus are you running?

To disable the Windows Firewall on a 'Vista' network connection:
Click Start and click Control Panel.
Click Security and then select Windows Firewall.
Click Change Settings.
From the window that appears, click the Advanced tab.
Remove the check beside the connection that you want to disable the Windows Firewall for.
Click OK.
If this does not help... Re-Enable it!

1 Start Norton Internet Security.
2 In the left pane, click Status & Settings.
3 Click Security.
4 Click Turn on or Turn off.
