There is nothing to setting up a dedicated server. It is just like a normal server, though you click dedicated.
Although I do not recommend running as dedicated unless you are on a LAN(network)... multiple computers.
If you run it on a single machine(computer) connected to a modem and straight through to the internet you should run a normal server. Dedicated server should only be ran on a standalone computer(no body gaming on it)... then you go over to the other computer to join the server. If you host a dedicated on a single machine and join the server on the same machine the lag gets a bit bad on the frames.

Sure man... If you only host a server and do not join the server it will load in AllServers list. until a person joins and then it will go to the PopulatedServer section. If you do not join the server you can host a dedicated server(as long as your vid card can support it.
Many vidcards can support dedicated servers, though most of the 32 vidcards can not host a dedicated. 64 and above(128/256/etcRAM) are supportive of the dedicated server hosting.
The way you know if the server will host OK... Click dedicated on the game menu(server section)... this will minimize the screen and you should see the desktop of your computer again. Also down by the clock(in the taskbar) you should now see a small RuneLogo---black"R". If you see this "R" it means the VidCard can support it, though can it handle it... that is the new question... The way to tell on a single machine is to join the server. This does double the CPU usage, though it will be obvious if the VidCard can not handle this.
If you see the Black"R" in the taskbar: go to start a new entry to RuneMultiplayer... load the servers and look under "All Servers"... Join your server ... and if you can walk around with a bit of lag you are OK to host... If you enter the server and can not move at all... just like a timed out, your card can not handle it.
Then exit the game and let the server run...

really? i had a GeForce2 MMX (32 bit) on my olde tyme comp that ran a dedicated server good...  good ol' nVidia

Most of that is simply due to the drivers that are being used on the vid card. To be honest...nVidia has the crappiest drivers for running Microsoft corp products... though for the gaming features it does work better than many others. ASys=Crap! most the main brands... nVidia/Voodoo(now changed ownership)... those run great servers. In general running a dedicated server ... the vid card matters less than many other componants on the computer/connection/etc. Though it is all based in the drivers, and what the game actually calls for.

go purchase an outdated NVidia video card... You can get them for like $40 - $50. Not too expensive, and does make a difference on the gaming experience. As well as RAM.

AMD suckors  INTEL! let's see... 400 top frontside bus vs. 800 frontside bus... UM AMD suckors!!! I think I would choose the 800 FSB over 1/2 the speed from AMD.

I think I would choose the 800 FSB over 1/2 the speed from AMD.  well actually amd is better coz there is no 800Mhz ram. and the comp runs the best if the ram is even fast as the FSB of the cpu. and the highest amd cpu has 400 Mhz... btw ATI is much better than nvidia if you really want to know  Deliverance... what does a 3dcard has to do with a dedicated server !?!?

Not really buddy... I have run default AMD and overclocked... they all run like crap  My personal faith is behind Intel  I have run all versions of the AMD (ath/dur/bar/etc.), all of them ran like they had air bubbles in their thinking process  They burp a lot
