I want to import a pic and i read dels tutorial on importing textures but i got to the stage where you Create a new texture but then i don't understand how to import. Can some one help me out?

Okay man... This is what i always do, this is what Squall showed me.
--In the Browser window, go to Textures. At the bottom, click New.
--Set the Package to whatever you want the texture file to be called, and hit "Create this texture." (dont worry about filling in anything but the Package yet, this is just to get the package created.)
after you click "create this texture," two windows will pop up. Close them.
--Right click on the texture you created, and delete it.
YOU HAVE YOUR PACKAGE -------------------------------------------------
THEN....
Open the texture in your favorite picture editing program. And resize it to 256 by 256 pixels. Then save it as a .bmp
YOU HAVE YOUR TEXTURE READY -------------------------------------------------
THEN...
Back in RuneEd...
make sure you have your empty texture package displayed in the Textures browser. And at the bottom click Import.
Select your texture bmp and import it. Import it into the package you created, name it whatever you want, and UNCHECK the "generate mipmaps" box, so none of the boxes are checked at all. you dont have to worry about putting a Group.
If it doesnt work, try importing it BEFORE you delete the blank texture you created.
After you get all that done, at the bottom of the textures browser, hit Save and save it in your textures folder. ------------------------------------------------------------
IF YOU'RE TRYING TO ADD A SCREENSHOT TO YOUR MAP
Resize the texture the same, but instead of creating a new package, import it to MyLevel.
Importing a texture to MyLevel adds the picture TO the map, so you dont have to have a .utx just for your screenshot. importing to mylevel also works with other textures...you could do it instead of making a .utx for your textures, but they make the size of the map bigger.
To add the screenshot to the map, look to the top of runeed under Options and go to Level Properties...
click the + by LevelInfo and look for Screenshot.
Have the texture up in your texture browser, and click on it once to select it.
back in level properties, select Screenshot so you can type in it. With the texture selected, all you have to do is hit "Use" and the texture will pop into the space.
close level properties and save your map! --------------------------------------------------------

YOU HAVE YOUR PACKAGE ------------------------------------------------- this step is totally unnecessary.... i wonder everytime why its listed in the turtorial do instead the following: click on import then you select the texture/textures you wanna import and give them a package name like mylevel or any other then click to ok to all (if its more then 1 texture you import) and you get all textures imported to your new package... you get no blank texture that has to be deleted like in phox fisrt step... the option new texture is only for making your own water or fire textures (animated textures) pc

I've never gotten the package to load if i dont create the new texture first.

thats perfect thanks guys, btw how do you resize your pick to 256 by 256 pixels

Well id suggest getting paint shop pro 6 or 7 (i use 6)
or getting photoshop
You can find them on kazaa and other things.

argh! k i've done all the steps and gotten to the stage where i select the texture on the right hand side for my level properties but it seems to not want to except it..i press use and it just changes back to "none". What do i do!!!!!!!!! ??

That is generally caused by the size of the image... make sure it is saved as this:
Size: ---- 256x256 ColorMode: ---- RGB FileType: ----- .BMP
